I have the honour to inform you that I propose to sail to Hong Kong to resume my duties as Assistant Land Office, there on the 11th prox. in S.S. Momorathshire due on the 26 Nov! the date upon which my leave expires.

May I ask if there is any probability of the System of Duty pay given to the Cadets in Hong Kong Civil Service last year being extended to officers like me who are not Cadets, as reasons for giving it to them apply equally to us. We feel the pinch caused by the increasing cost of living and with regard to myself may I remind you that Despatch No 381 & 21 October 1903 lays down that the Assistant Land Officers in the New Territories shall not receive higher pay than the Assistant Land Office, in Hong Kong as their qualification, are equal. The Duty pay Scheme the Assistants Land Officer. In the New Territories (Cadets) now receive £100 per annum (Duty pay) more than I do, a contradiction of the above mentioned ruling which I do not understand.
